It seemed like even the Residents were surprised when they read it out, though. So... Did the Prism itself decide on that punishment? And if so, why?

If the prism really does draw from our experiences, then... it should be different. So many of us have seen people who do those things walking free. So you'd think there would have been another option, because most of us have experienced that other option...
